Title

Discussion on proposed amendments to Section 7100 of the Zoning Ordinance, Sign Standards, regarding new regulations for Inflatable (Balloon) Signs and Blade Banner Signs used in a promotional signage display (OA#17-004)

Requested Action

To consider the proposed amendments

Description/History

Staff has prepared draft provisions related to the use of inflatable signs and blade banner signs in  promotional signage displays.  The draft proposes new definitions for inflatable and blade banner signs and sets limits on the quantity and placement of these signs.

In addition to other types of temporary signage, Staff proposes that only one inflatable sign be allowed in a promotional signage display.  An inflatable sign would require a minimum set back from any property line a distance equal to the height of the sign to avoid blocking rights-of-way or damage to adjacent properties should the sign deflate.  Staff has proposed two options for blade banner signs:  1) limit the number of blade banner signs allowed; or 2) require a mimimum distance between blade banner signs.

The current regulations do not impose limits on the quantity of inflatable or blade banner signs used in a promotional signage display.  The proposed amendment does not affect other types of temporary signage allowed as promotional signage, such as search lights, non-blade banners, pendants, streamers or other kinds of wind signs.

Staff is seeking the City Council’s direction on the proposed changes. If Council wants to proceed the Ordinance will have to go to Planning and Zoning Commission for their recommendation.
