Approve the Resolution authorizing the engineering contract with Kimley-Horn and Associates, Inc. for a traffic study and preliminary schematic design for access improvements along US 287 between Debbie Lane and Walnut Creek Drive.
Recommendation
The Engineering Staff recommends the approval of the resolution to enter into an engineering contract with Kimley-Horn and Associates, Inc. for the study and preliminary schematic design for access improvements along US 287 between Debbie Lane and Walnut Creek Drive.
Description/History
On November 8, 2010 Council approved a resolution giving a notice of intention to issue Certificates of Obligations for various roadway improvements. The traffic study and schematic design for access improvements along US 287 between Debbie Lane and Walnut Creek was included in the request for funding.
The traffic study and preliminary schematic design will focus on evaluating options and costs to improve access from US 287 to and from Debbie Lane between Debbie Lane and Walnut Creek Drive. These evaluations will include adding, modifying or relocating entrance and exit ramps in the study area along US 287. This project will also investigate the feasibility and cost of adding a northbound to southbound Texas U-Turn under the existing US 287 bridge at Debbie Lane.
The goal of this study and preliminary schematic design is to gain TxDOT preliminary approval for the access locations and improvements. TxDOT’s approval of the preliminary schematic is the first step in the process to the have the opportunity to have the construction of the these improvements funded with State and/or Federal money.
