Requested Action
To consider the subject zoning change request.
Recommendation
The Planning and Zoning Commission held a public hearing on April 4, 2016, and voted 6-0 to recommend approval. Commissioner Preston Horn was absent.
Description/History
The property is located between E. Broad Street and Woodcrest Lane, behind the buildings housing McDonalds, 7-Eleven and Dickey’s Barbecue.
The existing PD on the property was adopted in 2013 after City Council denied a zoning request for mini-warehouses. It allows “General Retail Uses and General Service and Office Type Uses permitted in the C-2 Zoning.”
The proposed PD will allow ALL permitted uses in the C-2 zoning (as amended last year), including a day care center, which will be the first of the proposed development. The site plan for the 10,000 sf day care center is included in this zoning change request. Other future developer will be subject to detailed site plan approval by the Council. The development will comply with C-2 standards with the following exceptions:
- The maximum allowable height will be reduced from 50 to 35 feet
- The day care center will have a monument sign at the end of the entrance drive despite not having public street frontage
- The screening wall adjacent to single family homes will be replaced by a wrought iron fence approx. 50’ from the residential property line due to an existing gas line easement, matching the current screening and landscaping next to the existing building by this property
