Description/History
For several years, the City Council has operated with a sub-committee appointed to study public memorials within the City. The sub-committee has reviewed topics such as memorial benches and trees, veterans’ memorials, locations of public memorials, and criteria for inclusion on public memorials. During the course of their discussions, the sub-committee identified the need for a memorial plaza to honor first responders who have fallen in the line of duty. City staff developed conceptual images and reviewed the draft concepts with the sub-committee during sub-committee meetings in 2016.
Staff from the Police, Fire and Parks and Recreation Departments met to discuss design elements and proposed criteria for inclusion on the memorial. Modifications to both were made following feedback from Police and Fire Department representatives, as well as review by the City Attorney. The estimated project cost for design and construction of the memorial is $105,000.
This portion of the project includes the site work to construct the plaza area, including pavers, walkways, landscaping, irrigation, lighting and electrical work. The monuments and wing walls are being provided by a separate vendor after the plaza work has been completed. The bid opening was held on May 11, 2017, with two firms submitting bids. Morales Construction Services, Inc. of Mansfield, Texas is the recommended low bidder in the amount of $65,850. The bid tab is attached. Funding for the project is being provided out of the City’s General Fund.
