Title
Ordinance - Third and Final Reading on an Ordinance Approving a Zoning Change from C-2 to PD for Single-Family Residential use on Approximately 0.46 Acres Located North of Alvarado Street Between S. 1st Avenue and S. 2nd Avenue; Mansfield Custom Homes (ZC#14-012)

Requested Action
To consider the subject zoning change request.

Recommendation
The Planning and Zoning Commission held a public hearing on February 17, 2015, and voted 6 to 0 to recommend approval.  Commissioner Smithee was absent.

Description/History
The proposed development will transform a vacant tract to five single-family residential lots, mimicking the five lots shown in the Original Town of Mansfield plat (attached).

The City is selling this property as part of the redevelopment efforts of the Historic Mansfield TIRZ. The real estate closing is contingent on the approval of the subject zoning change for five single-family dwellings. The development agreement with Mansfield Custom Homes incorporates the development plans for the zoning change. The agreement is pending 3rd reading approval on February 23rd.

The development and architectural requirements will be very similar to those in the recently approved PD across Alvarado Street.
- Reduced front setback
- Front porch incorporated in the design
- Garage access and parking in the rear
- Limited brick façade in favor of cementatious siding
- Simpler roof form in lieu of multi- or high-pitch roof
- Windows (seen from the street) made of wood, material resembling wood, or wood with vinyl/aluminum cladding

The above design elements are intended to make the new homes compatible with the existing residential structures in Historic Mansfield.
