Description/History
The City has recognized the need to construct Grand Meadow Boulevard from Holland Road to the East City Limits as a 4-lane undivided roadway. Right-of-way and easement acquisition for this project has been underway since mid 2011.
City Staff has made a financial offer to the property owner of 3800 East Broad Street for the acquisition of Grand Meadow Boulevard right-of-way, drainage easement and temporary construction easement; however negotiations with the property owner have been unsuccessful.
Justification
City Staff feels that it is in the City's best interest to authorize the attorney to initiate condemnation proceedings to acquire this right-of-way, drainage easement and temporary construction easement. The construction of Grand Meadow Boulevard from Holland Road to the East City Limits is an important improvement to enhance mobility in the eastern portion of the City.
The Director of Public Works will be in attendance at the meeting to answer Council's questions. A resolution is attached for Council's consideration.
