Title

Resolution - A Resolution of the City Council of the City of Mansfield, Texas, Authorizing the Execution of a Lease Agreement with Ellis County for Automark Voting Equipment to be Used in the May 5, 2018 General Election and Run-Off Election, if Necessary

Requested Action

Approval of the resolution authorizing the execution of the lease agreement with Ellis County.

Recommendation

City staff recommends approval of the resolution as well as the lease agreement between the city and Ellis County.

Description/History

The City of Mansfield has participated in the joint election conducted by Tarrant County Elections Administration for a number of years.  At the present time, Tarrant County Elections Department is not offering election services for registered voters outside Tarrant County.  Since the City of Mansfield has registered voters in Johnson and Ellis counties, voting is conducted separately for these individuals with Mansfield City Hall serving as the early voting and election day polling location.

 

In order to comply with the Help America Vote Act (HAVA), each polling location should be equipped with at least one voting system accessible to individuals with disabilities.  The City of Mansfield does not own an ADA-compliant voting system; however, the equipment is available for lease through Ellis County.

The lease agreement has been reviewed and approved by the Legal Department.

Justification

Due to the high cost of election equipment, leasing the required equipment from Ellis County is more cost effective than the City of Mansfield acquiring its own ADA-compliant voting system.

Funding Source

The rental cost of the AutoMark equipment from Ellis County for the May 5, 2018 General Election is $324.17.  Funds are allocated in the City Council budget (001-8806-11-01) for this expenditure.
