Approval of the resolution authorizing the City Manager or designee to enter Interlocal Agreements with Tarrant County for asphalt street reconstruction of Meadow Creek Drive and Chimney Hill Circle.
Description/History
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of the government such as purchasing necessary equipment, supplies and services. The proposed Interlocal Agreements allow Mansfield to pay for the required materials while Tarrant County provides the labor and equipment for the roadway work. The following projects were included in the 2024 Capital Improvement Program.
Meadow Creek Drive and Chimney Hill Circle have exceeded the pavement lifespan. The roadways based upon the 2021 Pavement Condition Index (PCI) are rated between 36 and to the low 60’s, depending upon the street segment. This index rates pavement condition from 0 (dirt road) to 100 (new pavement). The typical PCI range for a roadway that is beyond its pavement life and needs to be reconstructed is between a rating of 0 and 50.
The Interlocal agreements will allow Tarrant County to furnish the labor and equipment, while the City provides supplies and incidentals necessary to reconstruct these asphalt roadways. The estimated cost for the reconstruction of Meadow Creek Drive is $224,757.22 and Chimney Hill Circle is $242,450.57. The total for Tarrant County to rebuild these roadways is $467,207.79.
