Description/History
In a continuing effort to provide irrigation services for City property in the most cost effective manner, the Parks and Recreation Department has gradually outsourced irrigation audits and repairs for parks, medians, and municipal properties since 2013. The irrigation services program has allowed the City to increase the level of service to the citizens by using contractors to conduct audits and repairs while in-house staff concentrates on technical issues and expansion.
The contract is for weekly/bi-weekly irrigation audits of approximately 21 miles of irrigated medians, 17 parks, and eight municipal buildings. Services include sprinkler adjustment and replacement, line leaks, and system installations. City staff will be responsible for monitoring contractor performance on a daily basis to ensure compliance with maintenance standards, specifications, and state and local laws.
Request for bids were advertised in the Star Telegram on January 25, 2018, and February 1, 2018. Four professional landscape irrigation companies attended the mandatory pre-bid meeting on February 15, 2018, with four companies submitting sealed bids on March 1, 2018. Staff reviewed and evaluated the bids and worked with the Legal Department to ensure all bid requirements were met. It was determined that Pro Lawn Commercial, LLC was the successful “best value” bidder. The initial contract term is for one year and will be reviewed annually to determine subsequent renewal terms. At the City’s option, this contract shall be renewable for four (4) additional one-year renewal periods.
