Requested Action
The approval of a resolution to apply for grant funds to complete an update study for the Hogpen Branch watershed.
Recommendation
The Environmental Staff recommends the approval of the resolution to apply for grant funds to complete an update study for the Hogpen Branch watershed and the authorization of funding if the grant is approved for an amount from the City not to exceed $149,963. The total project cost is proposed as $249,939 with 40% covered by the Texas Water Development Board and the other 60% paid by the City. This is a reimbursable grant.
Description/History
The City of Mansfield Hogpen Branch Master Drainage Plan was completed in March 1999. This Master Drainage Plan identified several capital improvement projects to reduce flood risk at intersections and to homes throughout this watershed.
Flood prone properties have been purchased and houses removed, and two regional detention basins have been constructed within the watershed based on the recommendations of this Master Drainage Plan. Additional properties have been purchased for a third detention basin. The benefits of the constructed changes have been modeled, but only in the upper reaches of the watershed.
At least two additional detention ponds and several miles of full concrete channelization are also recommended in the current study.
Justification
An update to the Master Drainage Plan should be completed prior to beginning of additional capital improvement projects. It is necessary to update the lower reaches of the model to reflect the currently constructed improvements. The areas avail...
