Description/History
FY 2013 Bulletproof Vest Partnership Program is administered by the U.S. Department of Justice/Office of Justice Programs. On June 16, 1998 the Bulletproof Vest Partnership (BVP) Grant Act of 1998 was signed into law. The purpose of this Act is to save the lives of law enforcement officers with body armor (vests). The program is designed to reimburse up to 50% of the cost of National Institute of Justice (NIJ) approved body armor (vests). The 50% reimbursement applies to bulletproof vests and stab resistant vests purchased on or after April 1st, 2013 through September 30th, 2015.
Justification
During FY13-14 and 14-15, 46 bullet proof vests worn by the Mansfield Police Department will expire or be nearing their 5 year replacement date. The police department will replace $38,000 in body armor (approximatley 45 vests) during this time period. The city would be eligible to receive approximately $19,000 in federal grant money if our application is approved.
During FY13-14 and 14-15, the Law Enforcement Center will purchase approximately $18,200 (28 vests) in stab resistant vests to be worn by correctional officers. With the increased population and the discovery of objects found in the jail that have been adapted to produce a sharp instrument, the necessity to provide stab resistant vests is of utmost importance. These vests will be utilized by correctional officers during detailed inspections. A written policy will be provided to correctional officers outlining policy and procedure of vest requirements.
