Resolution - A Resolution to Approve the Mansfield Park Facilities Development Corporation's Purchase of 8.6 Acres Located on Matlock Road (Half-Cent Sales Tax)

Requested Action
Consider Approving MPFDC's property purchase

Recommendation
Approve property purchase

Description/History
The 2009 Parks, Recreation, Trails and Open Spaces Master Plan showed a deficit in neighborhood parks of 55 acres.  This 8.6-acre property will help reduce that deficit and provide more neighborhood park amenities for the citizens in the area.  The possibility for purchase of this property was brought to staff's attention in November, 2012.  Staff met with the property owner on-site to discuss their interest in selling, and contract negotiations began in April, 2013.  The MPFDC approved the final contract at their June, 2013 meeting.  Once the purchase is approved and closed, the MPFDC will allow the current property owner to remain in the home for an 18-month period, and during that time the Parks Department will continue to have access to the property.  The MPFDC unanimously approved this purchase at their June 20, 2013 meeting.

Justification
The property is located adjacent to the new community park on Matlock Road.  This property will expand the park area and would allow for the addition of more neighborhood park amenities.  The MPFDC could make improvements to this property including a pedestrian trail head, benches, signage, drinking fountains and shade structures.
