Recommendation
The Engineering Staff recommends amending the Resolution Amending the Design Services Contract with Kimley Horn and Associates for the F.M. 1187 Utility Relocation & Construction Project for an amount not to exceed $30,000.00.
Description/History
The City of Mansfield contracted with Kimley Horn & Associates to design the relocations of City utility lines along FM 1187 between Business 287 & Newt Patterson Road.  The relocations are necessary to make way for the proposed TXDOT widening of FM 1187, which will begin in fall 2010.  The original contract was approved per Resolution 2487-09 on January 12th, 2009 for an amount not exceed $114,500.00.  The scope of this contract covered the design of a new 16" water line called for by the City of Mansfield Master Water Plan and the relocation of one existing utility line as well as a determination of what additional utility conflicts might exist.  After the design process began it was determined that there are four additional utility lines that the City must relocate in order to avoid conflicts with proposed TXDOT infrastructure.
Justification
Given that the City Utility lines in question are within TXDOT ROW the City is required to relocate in order to make way for TXDOT's proposed improvements.  The Fees Kimley Horn & Associates are charging for these services are fair and comparable to those charged for similar services in this area.
