Description/History
The City of Mansfield, Texas currently disposes of a portion of its wastewater via the wastewater collection system belonging to the City of Arlington, Texas. In order to recover costs associated with the operations and maintenance of the infrastructure used to carry Mansfield's wastewater, Arlington wishes to enter into a contract with Mansfield. The thirty-year contract establishes a transportation charge. Based on estimated volumes, the transportation charge is approximately $27,611 per year. All other charges included in the contract are pass-through charges, costs Mansfield would experience if it were to send this sewer flow directly to Trinity River Authority.
Justification
The estimated annual debt service and operations and maintenance costs associated with constructing and maintaining the infrastructure needed to transport the sewer volume in question to Trinity River Authority is approximately $300,000 per year. The estimated transportation charge that Arlington would collect from Mansfield, should council approve the Interlocal Wastewater Contract, is less than 10% of the cost of constructing and maintaining the infrastructure ourselves.
