Recommendation
The Engineering Staff recommends the approval of the construction contract award to JLB Contracting, LLC. for the Seeton Road Paving Improvements and the authorization of funding.
Description/History
This project was result of Council approving a Resolution on January 23, 2012 (RE-2769-12) to close the railroad crossing at Seeton Road. The closure of the Seeton Road crossing necessitated the extension of Seeton Road to connect to South Holland Road. The Seeton Road improvements consists of constructing a 24 foot wide asphalt roadway with bar ditches along with the appropriate culvert crossings and storm pipe extensions to connect existing Seeton Road near the railroad crossing to South Holland Road. This roadway will be located parallel to the existing UP railroad. In addition, improvements will be made to South Holland Road at the railroad crossing to accommodate a railroad “Quite Zone”. These improvements include adding a raised median and modification of the railroad crossing. The Holland Road improvements will not add roadway capacity.
Per an agreement with TxDOT upon completion of this project and permanent closure of Seeton Road railroad crossing, TxDOT will reimburse the City $170,000 and Union Pacific will contribute an additional $10,000.
The engineer’s probable opinion of cost for this project was $435,161.65. The project was advertised for 3 weeks per TxDOT requirements. The project was bid on August 8, 2013 and there were two bidders for the project. Bids ranged from a low bid of $421,342.05 to a high b...
