Discussion and Possible Action on the Development of a Facade Improvement Grant Program for Historic Downtown Mansfield
Requested Action
To give direction on the scope and intent of a Facade Improvement Grant Program.
Recommendation
To direct staff to utilize architectural or other consultants to develop design guidelines, maintenance standards, and grant program language that addresses eligible exterior improvements and enhances the visual appeal of the district.
Description/History
In July 2020, the City Council adopted the Downtown Development Strategies, which included 32 recommendations for strategies that could be employed to continue the advancement of revitalization efforts in Historic Downtown Mansfield. Strategy 12 “Facade Improvement Program” of the Downtown Development Strategies recommends the creation of a facade improvement and restoration program.
In October 2021, the City Council also adopted the D, Downtown District Zoning, which implemented a form-based code and rezoned roughly 228 acres of land in Historic Downtown Mansfield. This zoning code directly supports the expansion of living, working, and gathering options, while still preserving the district’s historic character and aesthetic.
Justification
There are buildings within the greater downtown area that could benefit from facade improvements, which could include projects ranging from a small amount to a substantial cost. In order to support the district residents, property owners, and merchants in their efforts to preserve the historic resources of the district, providing grant opportunities for the district would provide relief and increase the feasibility of accomplishing these improvements.
