Description/History
SiEnergy is seeking a franchise utility agreement with the City to serve the natural gas needs of the Somerset development. Currently, Atmos Energy is the only natural gas provider with a gas franchise agreement in Mansfield. This ordinance is very similar to the terms in the Atmos franchise.
SiEnergy is a natural gas distribution company, whose business model is to partner with large scale developments to install natural gas infrastructure and supply continued distribution of natural gas to these communities. Somerset is one of the first developments for SiEnergy to serve in the area. However, they have been serving communities in Texas since 1998. Some of those communities include Sienna Plantation, Riverstone, and The Estates at Silver Ridge just to name a few. Upon discussions with executive staff with SiEnergy, we feel confident that they have the ability to service this community and any other community within the City.
Justification
Chapter 121 of the Texas Utilities Code authorizes municipalities to adopt ordinances that establish conditions for mapping, inventorying, locating, or relocating pipelines over, under, along, or across a public street or alley or private residential area within the boundaries of the municipality.
