Requested Action
Reject all bids for the construction of National Parkway Phase 2.
Recommendation
The Engineering Staff recommends that all bids received be rejected.
Description/History
These improvements are part of the agreement between the Developer and the City to construct the eastbound lanes of National Pkwy making it a through street from 360 all the way to Seeton Rd. The bids came in approximately $400,000 higher than the amount the City has budgeted for the project. A very large portion of the project is storm drainage, the original bids included a bid alternate eliminating some of the box culvert, however the alternate bid was still more than $300,000 over our budget. We will have the design Engineer further reduce the scope of storm drainage improvements and re-bid the project. The project was bid on December 3, 2014 and there were only four bidders for the project. Bids ranged from a low bid of $1,426,358.00 (Alternate bid $1,346,411.00) to a high bid of $1,862,459.00 (Alternate bid $1,776,697.00). The low bidder was McMahon Contracting. The bid tabulation is attached as Exhibit "A" for Council's review.
Justification
All bids exceeded the City's budgeted funds to complete the project. Storm drainage scope can be reduced without significantly affecting the function of the finished project. Also, we expect more bidders than the four received in early December and more competition in pricing.
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the rejection. A resolution is attached for Council's consideration.
