Requested Action
To consider the subject zoning change request.
 
Recommendation
The Planning and Zoning Commission held a public hearing on October 21, 2013 and voted 5-0-1 to recommend approval.  Vice-Chairman Dodson abstained and Commissioner Polozola was absent.
 
Description/History
In July, the Concept Plan for this project received favorable review by the Planning & Zoning Commission and City Council despite not being in full compliance with the Thoroughfare Plan.  In the proposed PD, the applicant has followed Council's suggestion to gate the apartment community and exclude restaurants with drive thru facilities on the commercial lot.
The development will consist of 272 apartment units and a 1.3-acre lot for limited C-2 uses. Architecturally, the project will continue the style of Villas di Lucca.  Nine of the apartment buildings will be three stories in height.  The one building housing the leasing office and club house will be four stories in height.  There will be open space with a dog park, volleyball area, pavilions, cabana, swimming pool, hot tub, and walking trails.  The design is intended to provide a transition from Villas di Lucca to the single-family residential zoning to the east.
Since there is not a pending sale or use on the commercial lot, the applicant will submit detailed plans later for Council's approval prior to obtaining a building permit on that lot.
November 25, 2013 - Second Reading - The applicant has provided additional landscaping along the gas well site (see attachment).
