Requested Action
To consider the subject zoning change request.
Recommendation
The Planning and Zoning Commission held a public hearing on November 4, 2013 and voted 4-2 to recommend approval. Commissioner Polozola was absent and Vice-Chairman Dodson and Commissioner Hudson voted nay due to their opposition to small lots.
Description/History

January 27, 2014 - Third Reading
The applicant has revised the development layout (attached) by enlarging the lots north of the open space to comply with the SF-9.6/20 requirements and limited the reduced-sized lots to only four lots in Block 3. The total number of lots in the development has dropped from 182 to 173. The applicant has also provided pictures representing the builders products per Council's request at Second Reading.

Due to the specific information that has been submitted for this case, the City Attorney and Staff recommend that the zoning request be changed to Planned Development in order for the development layout to be enforced during future preliminary and final plats.

January 13, 2014 - Third Reading
The applicant has requested that Council postpone the third reading for two weeks in order to allow more time, due to the holidays, to fine-tune the revised development layout

December 9, 3013 - Second Reading
The applicant is seeking to rezone a total of approximately 67.5 acres, with 36 acres to be zoned 8.4/18 and 31.5 acres to be zoned 9.6/20.
Most of the lots in the adjoining Meadow Glen subdivision to the west are zoned SF-8.4/18 and SF- 9.6/20.
This request is consistent with the 2012 Comprehensive Land Use Plan in recommending similar lot sizes as existing development.
