Description/History
The Mansfield Park Facilities Development Corporation’s (MPFDC) 2009 Parks, Recreation, Trails and Open Spaces Master plan approved by the MPFDC and City Council in January of 2010 included a general overview of proposed bicycle routes and trails throughout the City of Mansfield.
The Master Plan provided a broad overview of all the proposed routes for pedestrian traffic including trails and on-street routes. This more comprehensive look at bicycle and pedestrian routes including on-street bike lanes would include data gathering, site research, site analysis and documentation, visioning sessions, benchmarking, program development, concept development for on-street lanes, preliminary master planning and concept design, and culminated with a final bicycle and pedestrian trail and on-street bike lane plan.
On June 20th, 2013 the MPFDC unanimously approved the proposal from Kimley-Horn for preparation of the On-Street Bicycle Master Plan and on July 8, 2013 City Council approved the proposal.
After a year of public input meetings, work sessions with MPFDC and City Council, the On-Street Bicycle Master Plan was adopted by MPFDC on May 15, 2014 and adopted by City Council May 27, 2014. It is a 20-year master plan that includes a three-year initial implementation plan for $100,000 each year.
August 2017 - Staff has met with Engineering and Streets/Traffic Operations Department to review Phase 3 of the on-street bike implementation plan. Location of the signage will start soon and be reviewed before implementation begins. Staff anticipates this process taking a month with completion late this fall.
September - Staff is currently working with Engineering and Streets/Traffic Operations Department to review the Phase 3 on-street bike implementation plan signage locations. Staff anticipates this process to go into October with completion late this fall.
November - All Phase 3 signage has been installed other than the N. Main St. sidepath, Genesis, and Lowes Farm due to construction hold ups. Staff will implement the signage and payback methods as construction becomes complete. Phase 4 review will begin early Spring 2018.
January 2018 - The North Main Street sidepath, Genesis Drive, and Lowes Farm are still under construction. Staff will implement the signage and payback methods as street construction nears completion. Staff will begin review of Phase 4 projects in February for implementation later this year.
Justification
Under the direction of the MPFDC and City Council, staff has yearly implemented the On-Street Master Bike Plan originating in February of 2015. The Parks and Recreation Department, working with the city’s Engineering and Streets/ Traffic Operations Department, will annually perform road sign implementation, existing maintenance, and future goal evaluation to the current 20-year bicycle master plan.
