Description/History

Each year staff compiles a list of recommended improvements for the existing parks in the City’s park system.

 

September 2016- The MPFDC approved $250,000 for existing park improvements in the FY 2016-2017 budget. The proposed list for park improvements includes park monument signage at Michael L. Skinner Sports Complex and McKnight Park East, playground improvements at Donald Barg Park and Katherine Rose Memorial Park, replacing countertops and adding adjustable basketball goals at the Mansfield Activities Center, providing electricity to the back maintenance shop and pond at Oliver Nature Park, providing a concrete slab for batting cages at McKnight Park East, adding a rock façade around the Magnolia Service Center, providing supplemental funding for construction of a new restroom building at Skinner Sports Complex, and replacing various grills, benches, picnic tables and bleachers throughout the park system.

 

October - Hold overs from the FY 2015-2016 year are under way and being completed, including the 10 fabric shade structures at Chandler football fields and concrete at the Skinner Sports Complex. The new projects are in the process of being quoted and/or designed.  

 

November - The concrete drive to the baseball storage building is complete at the Skinner Sports Complex. The installation of the shade structures at the football fields at Clayton Chandler Park is also complete. The FY 16-17 items are in design for installation in the winter and spring of 2017.

 

January 2017 - Design is underway for additional swing set bays at Donald Barg Park and Katherine Rose Memorial Park with construction anticipated in late March. Design has started for the renovation of Woodland Estates Park on Killian Drive. Design is underway for the new James McKnight Park East entryway sign with construction anticipated to start in February. The new entryway sign to the Michael L. Skinner Sports Complex is under construction now and will be completed in early February. Nema 3 Electric has been contracted to provide electric service to the back maintenance shop and pond at Oliver Nature Park.

 

February 2017 - Design is nearing completion for additional swing set bays at Donald Barg Park and Katherine Rose Memorial Park with anticipated construction to start in late March. Design work on the playground replacement at Killian Park (Woodland Estates) is also nearing completion. The construction of the new entryway sign at the Michael L. Skinner Sports Complex is scheduled to be completed in late February. Design of the new James McKnight Park East entryway sign is nearing completion, with construction anticipated to start in March. Nema III Electric has been contracted to provide electric service to the back maintenance shop and pond at Oliver Nature Park and is scheduled to begin the conduit installation the week of February 13.  Oncor will provide wire and power to the remote transformer.  The power has been sized to accommodate the future Nature Education Center and Learning lab.    The restroom bids for the Skinner Sports Complex at Baseball were rejected and City Council and the current plan will be to remaster plan the facility and include McKnight Park East as both facilities infrastructure is beginning to age.

 

March 2017 - Design was completion for additional swing set bays at Donald Barg Park and Katherine Rose Memorial Park and quotes are being collected with construction anticipated in early April. Design work on the playground replacement at Killian Park (Woodland Estates) has been completed. The new entryway sign to the Michael L. Skinner Sports Complex is completed.  

 

April 2017 - Quotes for construction of the additional swing set bays at Donald Barg Park and Katherine Rose Memorial Park are being collected and reviewed with anticipated start date in late April- early May. Construction quotes for new entryway sign to McKnight Park East are being collected and reviewed with construction anticipated to start later this month. Nema 3 Electric has been contracted to provide electric service to the back maintenance shop and pond at Oliver Nature Park during the installation of the conduits, the small bore contractor ran in to issues on the middle leg and lost a sounding head due to unforeseen conditions.  Nema 3 Electric has had to retain a larger bore company and thus has requested additional compensation in order to complete the bore for the conduits. That change order will be included as a part of the new business section on this agenda.    Oncor will provide wire and power to the remote transformer once the bore, conduits and pad are complete. The power has been sized to accommodate the future Nature Education Center and Learning Lab.   All counter tops and new cabinets have been installed at the Mansfield Activities Center.  This includes the restroom changing stations for babies and new sink in the magnolia room.

 

May 2017 - Construction has started on the additional swing set bays for Donald Barg Park and Katherine Rose Memorial Park and should be completed in mid-June. Construction has started on the new entryway sign for McKnight Park East and should be completed by the end of June. Nema 3 Electric was contracted to provide electric service to the back maintenance shop and pond at Oliver Nature Park. The bores, conduits and pad for the transformer are complete. Oncor will provide wire and power to the remote transformer. The power for the transformer has been sized to accommodate the future Nature Education Center and Learning Lab. The electric service coordination with Oncor is underway.

 

June 2017 - Construction has started on the additional swing set bays for Donald Barg Park and Katherine Rose Memorial Park and should be completed at the end of June. Construction has started on the new entryway sign for McKnight Park East and should be completed by the end of June. The electric service for Oliver Nature Park is 50% complete with coordination underway with Oncor for service installation. We are awaiting their schedule for installation.

 

July 2017 - Construction of the additional swing set bay for Donald Barg Park and Katherine Rose Memorial Park are complete. Construction for the new park entryway sign at McKnight Park East will be complete this week. The electric service for Oliver Nature Park is complete and Oncor is performing the service installation. We are awaiting their schedule for installation. Staff is currently getting quotes for the tile replacement at the MAC. Concrete repair at the MAC may be initiated through the project cost savings.

 

August 2017- Quotes have been received for the interior tile and exterior concrete replacement at the Mansfield Activities Center. Work will be scheduled to be completed prior to the end of September.

 

September 2017 - Work has begun on the new tile and the exterior concrete repair at the Mansfield Activities Center. These extra two items will completely finish out the 2016/17 Existing Park Improvements. 

 

 

 

Justification

To continue providing quality facilities throughout the park and recreation system with ongoing updates and improvements.
