Resolution - A Resolution Authorizing a Contract with Trinity River Authority for Industrial Sampling and Analytical Services

 

Requested Action

Request authorization to enter into a contract with Trinity River Authority (TRA) which would allow TRA to collect and analyze all industrial wastewater samples associated with the City of Mansfield's Pretreatment Program.

 

Recommendation

Staff recommends that the City of Mansfield enter into a contract with TRA for industrial sampling and analytical services. In order to comply with local, state, and federal pretreatment regulations, samples must be collected from specific industrial establishments and analyzed in a NELAC accredited laboratory.

 

Description/History

TRA, in accordance with previous contracts, has conducted the industrial sampling and analytical services for industries in the city's pretreatment program. The cost of this service is passed along to the industries being sampled.

 

Justification

In order to comply with federal and state regulations, certain industries must have their effluent wastewater collected and analyzed at various frequencies throughout the year. Collecting the samples ourselves would require additional staff, vehicles, analytical equipment, and laboratory space. By allowing TRA to conduct the sampling and analysis, the City of Mansfield can avoid charging these industries unnecessarily high fees to recover the cost of providing the services.

 

Funding Source

Utility Operations & Maintenance Budget, all costs associated with the sample collection and analyses are passed along to the industry being sampled.
