Requested Action

Approve the Resolution approving purchase orders with Presidio Networked Solutions Group LLC, JTS and Paradigm Traffic Systems for Equipment and Installation for the Advanced Traffic Management System (ATMS) and School Zone System and authorizing funding for an amount not to exceed $1,047,338.29.

The Public Works Staff recommends approval of the Resolution.

Description/History

In March, 2016 the City approved a contract with Kimley-Horn and Associates, Inc. for the design and procurement of vendors for an Advanced Traffic Management System (ATMS) and a School Zone System. 

 

The ATMS is a signal system that can be remotely monitored, adjusted and alert staff of signal problems.  This will provide the ability to change signal timing, view traffic at intersections through the use of pan-tilt-zoom cameras and monitor the overall signal system for malfunctions. The School Zone System will allow for the remote monitoring and adjustment of the school zone flasher system.  The ATMS and School Zone System will be housed at the Traffic Management Center located at the Chris Burkett Service Center. This project provides for the implementation of the ATMS, School Zone System and the communications system needed to serve the project. 

 

As part of the procurement of both systems a request for quotes (RFQ’s) was sent out on December 9, 2016 to two vendors who have experience in providing these types of systems and equipment. The lowest and best quote for the ATMS and School Zone System software, equipment and installation along with the Traffic Management Center was Paradigm Traffic Systems.  JTS will provide and install the communication system and Presidio Networked Solutions, Inc. will provide video servers and cameras.  All quotes are from pricing available through Buy Board and Department of Information Resources (DIR). 

 

The requested funds are for procurement of ATMS and School Zone System.  Purchase Orders with Presidio Networked Solutions Group, LLC. will be opened in the amount of $81,217.60, JTS in the amount of $420,360.69 and Paradigm Traffic in the amount of $475,760.00 ($264,310.00 for the ATMS and $211,450 for the School Zone System) plus $70,000 for other miscellaneous expenses (conduit bores, modifications to the traffic management center room, etc.).  The total expenditure will not exceed $1,047,338.29.  Funding for this project was included in the 2016 CIP for the ATMS and 2017 CIP for the School Zone System.

Justification

The ATMS and school zone flasher system will yield many benefits including savings on equipment and maintenance costs, increased efficiency in operations, and greatly enhanced system capabilities and reliability.

 

The Assistant Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
