Requested Action
Consider the Resolution awarding maintenance contracts to NPL Construction Company and Crutchfield Coring and Concrete Cutting, Inc. for miscellaneous city wide concrete repairs.
Recommendation
The Public Works Staff recommends approval of the Resolution.
Description/History
To supplement the work performed by city street maintenance crews outside contractors are hired to perform concrete street and sidewalk repairs and maintenance. These contractors typically handle repairs on thoroughfare streets while the City crews repair residential areas and lesser traveled roadways. The previous bid for concrete repairs was in 2014. The low bidder for that project was Crutchfield Coring and Concrete Cutting, Inc. and has been the City’s contractor since that time. To establish a wider range of individual unit prices and to foster competition among contractors for the best prices the miscellaneous concrete repairs were advertised on Bid Sync on January 31, 2017 with bids received on February 23, 2017. There were 2 bidders for this work. The low bid for the total of all items was Crutchfield Coring and Concrete Cutting, Inc. however on individual unit prices for concrete panel replacements NPL Construction Company was the low bidder. The estimated expenditure by the Streets Department for this work is $200,000 to $400,000 per year. The award of the bid is for one year with the option to renew for 4 additional one year periods.
Crutchfield Coring and Concrete Cutting, Inc. has been doing work in Mansfield for many years and the City is satisfied with quality and value of their work. NPL Construction Company is fairly new to this type of work but has recent contracts with the City of Dallas and Coppell for similar work. References have been checked for NPL Construction Company with generally good results. The Public Works Department intends to use both contractors for the work, with NPL Construction Company primarily focused on panel replacements, while Crutchfield Coring and Concrete Cutting, Inc. will be primary focused on sidewalks, driveways and curbs. If the performance of NPL Construction Company is determined to be unsatisfactory, Crutchfield Coring and Concrete Cutting, Inc. would handle all the panel replacements.
Justification
Outside contractors are essential to accomplish the work load for repairing and maintaining the streets and sidewalks within the City. With two contractors to perform concrete repairs the repair time will be expedited and the City will take advantage of lower prices.
The Assistant Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contracts. A resolution and bid tab is attached for Council’s consideration.
Funding Source
The funding source is the yearly Street Department budget appropriations from the General Fund.
