Description/History

Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing necessary equipment, supplies and services.

The Interlocal agreement with the North Central Texas Council of Governments (NCTCOG) through the North Texas SHARE program will allow the City to take advantage of economies of scale through competitive procurements of goods and services on a regional level.  The North Texas SHARE program is a cooperative purchasing program created to help local governments partner together to identify common needs in the North Texas area and develop solutions through collaboration and cooperative purchasing programs. A few of the programs and services that the City may take advantage of from this program are pavement analysis services, de-icing materials and equipment, water meters and equipment.

The Public Works Department intends to take advantage of the pavement analysis services offered through this program.

Justification

For several years, Mansfield has been part of a cooperative purchasing agreement with other cities who have conducted the bid process to establish contract pricing. This Interlocal agreement establishes set pricing, vendors and reduces the time spent researching and acquiring quotes and bids for goods and services.

The Assistant Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed Interlocal agreement.
