Requested Action

Adoption of Ordinance as Written.

 

Recommendation

Staff Recommends the approval of this ordinance setting industrial contaminate limits for the Mountain Creek discharged portion of our wastewater system.

 

Description/History

City Council approved Resolution 3144-15 in August of 2015. This resolution authorized the City of Mansfield to become a contracting party of the Trinity River Authority (TRA) Mountain Creek Regional Wastewater System. Discharge into the Mountain Creek basin was necessary to support the Somerset Development and anticipated growth in the basin.

 

Justification

For TRA to satisfy the requirements of the TCEQ and the EPA as established in the discharge permit for the Mountain Creek Wastewater Treatment Plant, member cities are required to adopt Industrial Wastewater Regulations. These regulations ensure that the plant discharged to is not receiving anything it would be unable to treat. This ordinance sets the local limits for industrial wastewater pollutants that discharge into the TRA Mountain Creek System.

 

This ordinance combines the local limits of the TRA Central Regional Wastewater System with the local limits of the Mountain Creek Regional Wastewater System. No changes are requested for the allowable discharge limits of the Central Regional System.

 

Currently, no industrial users operate in the Mountain Creek Basin of our wastewater system.
