Description/History

In preparation for the upcoming revision to the 10-Year Parks, Recreation, Open Space and Trails Master Plan, Department staff identified the need for a more global look at the athletic field needs within the City of Mansfield. The outcomes of the Athletic Field Master Plan are to:

                     Provide a review of the existing facilities and uses and collection of background Information.

                     Analyze current uses by all users of existing facilities.

                     Gather information from City staff, through public workshops and through surveys. Utilize other methods needed to collect relevant data related to current and future uses.

                     Determine needs related to increased use of the athletic fields.

                     Establish a prioritized project list that identifies needs, improvements and enhancements to existing facilities and the development of new athletic fields.

 

The project will specifically address re-development of the Michael L. Skinner Sports Complex and James McKnight Park East. The new master plans will address appropriate infrastructure considerations, as well as future recreational amenities to be determined during the planning process. A consultant contract has been awarded to Schrickel, Rollins and Associates, Inc. for this portion of the project.

 

January 2018 - The first round of public meetings was held on October 25-26, 2017 at the Chris Burkett Service Center with a total of 18 citizens in attendance. The first meeting was also broadcast live on Facebook, so citizens can watch the meeting at their convenience. Each meeting included an overview presentation from staff, as well as an open house forum before and after the meetings to take input and feedback that will help shape our goals, priorities and future plans. An online survey was launched in November with 521 respondents. Staff is currently analyzing the feedback from the survey, and the consultant is working on preliminary concepts for each complex.

 

February 2018 - Staff met with the consultant and reviewed three concepts for redevelopment of James McKnight Park East and Michael Skinner Sports Complex. Staff is currently reviewing the concepts to provide additional feedback to the consultant in order to provide a final concept plan of both parks for future presentation and public input.

 

March 2018 - Staff has received the fourth combined concept of James McKnight Park East and Michael Skinner Sports Complex. Following staff comments, the concepts will be reviewed by the MPFDC Board and youth sports associations.

 

April 2018 -The draft concepts were presented to the youth sports associations at the All Sports Association meeting on April 4th. Following review by the MPFDC Board, feedback will be incorporated into the concepts and staff will begin working on the draft report for the master plan. The goal is the have the final draft prepared for MPFDC Board and City Council adoption later this summer.

 

May 2018 - The draft concepts were presented to the youth sports associations and MPFDC in April. Following a final discussion by the MPFDC Board in May, feedback will be incorporated into the concepts and staff will begin working on the draft report for the master plan. The goal is the have the final draft prepared for MPFDC Board and City Council adoption later this summer.

 

June 2018 - The consultant is developing final drafts of the site master plans for James McKnight Park East and Michael L. Skinner Sports Complex. Cost estimates are also being developed for each complex, including options for phasing in the improvements. The goal is the have the final draft prepared for MPFDC Board and City Council adoption later this summer.

 

July 2018 - Staff is anticipating receipt of the opinion of costs based upon the final drafts of the master plans. Staff will to be ready to discuss the estimates at July board meeting if they are received prior to the meeting. The goal is still to have a final draft prepared for adoption by MPFDC and City Council later this summer. 

 

August 2018 - The consultant is finalizing the conceptual plans and cost estimates that address the impacts to each facility during a proposed, phased construction process. The goal is to have a final draft prepared for adoption by MPFDC and City Council later this summer.

 

Justification

As the infrastructure at the Michael L. Skinner Sports Complex and James McKnight Park East continue to age, redevelopment of the complexes will be necessary to maintain safe and quality sports venues for Mansfield residents. As trends in park design and society change, the new plans will address features that are expected in today’s tournament-quality sports facilities. These plans will identify costs needed for planning our future capital improvement program.
