Description/History
During the design development of the first phase of Elmer W. Oliver Nature Park, electric service was stopped at the front of the park until such time that the Nature Education Center would be constructed. After two years of operating the park, staff determined the need to extend electrical service to the back of the park to serve the back maintenance facility and pond for operational efficiency. Funding for the project was authorized in the FY2016-17 MPFDC budget.

The project scope includes boring approximately 800 feet from the front of the park to the back maintenance facility, installing conduit for the electrical service, and installing a transformer pad for Oncor Electric’s service infrastructure. A directional boring method was chosen to present the least amount of disturbance to the park and our users. Nema III Electric of Midlothian, Texas presented the lowest, most responsive bid for the project at $49,650.

Shortly after the project began in February, the boring contractor hit rock going under the creek, lost some equipment, and could not complete the middle section of the bore. The remaining sections were completed without incident. In order to complete the project, a change order in the amount of $12,604.80 is necessary to hire a boring contractor with larger equipment that can penetrate the rock to complete the gap between the completed bores.

Justification
