Description/History

Cedar Street and Laurel Court were included in the 2016 Capital Improvement Program to be reconstructed as concrete roadways.   These roadways along with other streets in the area are currently asphalt with concrete curbs.  Laurel Court was recently reconstructed in asphalt.  Upon inspection of streets within the vicinity it was determined Laurel Street from Magnolia Street to Palm Street, Palm Street from Laurel Street to N. Wisteria Street, Cedar Street from Magnolia Street to Palm Street and N. Wisteria Street from Magnolia Street to Palm Street were beyond maintenance repair and were in need of complete street rebuilds.  The remaining 2 streets in the vicinity are Juniper Street which was rebuilt previously in concrete and Willow Street which is much better shape will be maintained as a street maintenance project and not a CIP project.  The rebuilding of these four streets in asphalt will complete the roadways in the area and can be accomplished within the $550,000.00 that was budgeted for the concrete rebuilds.  Asphalt roadways in residential areas have similar life spans as those constructed in concrete.  The estimated construction timeline to rebuild all 4 roadways is approximately 1 month.

The requested funds are for a construction contract with Reynolds Asphalt and Construction Company in the amount of $520,297.00 plus 2.5% contingency, and other miscellaneous services to complete the project.  This project will be accomplished within a budget not to exceed $550.000.00.  The unit prices for the work with Reynolds Asphalt and Construction Company are from the Interlocal Agreement with the City of Grand Prairie.

Justification

The rebuilding of Laurel Street, Palm Street, Cedar Street and N. Wisteria Street in asphalt will complete the rebuilding of the residential streets within the area.

Reynolds Asphalt and Construction Company has successfully completed many projects with the City of Mansfield in the past.  The Public Works Department feels that Reynolds Asphalt and Construction Company has the necessary staff and equipment to successfully complete the project within the required contract time.

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contracts.  A resolution is attached for Council’s consideration.

Funding Source

The funding source will be from the Street Bond Fund.
