Approve the Resolution Approving the City of Mansfield’s Participation in Tarrant County’s Community Development Block Grant Program for the Three Program Year Period for Fiscal Year 2018 Through Fiscal Year 2020.

Description/History
Each year the City of Mansfield participates in a consortium with 29 other cities in Tarrant County to make application for Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD).

Projects must fall within targeted areas of the City that meet HUD criteria in order to receive funds. The targeted areas represent the low to moderate-income sections of the City according to the Census. For the past thirteen years the program projects have targeted the southwest & northwest quadrants of the original township.

The resolution stipulates that the City of Mansfield is agreeing to remain within the Tarrant County consortium and maintain the option to apply for CDBG funds for the next three fiscal years. The agreement also commits the City to utilize the funds that are dispersed by HUD in accordance with all program requirements. These program requirements are stipulated in the Resolution which has been reviewed by the City Attorney & the Engineering Department. It is the opinion of both that the agreement does not contain any onerous provisions that would legally bind the City to conduct business in a manner contrary to existing City policies & ordinances. The City of Mansfield as part of the consortium of 29 Cities applies to HUD for funding under the direction of Tarrant County.
