Recommendation
After careful review and consideration of all bids received, it is Staff's determination that the lowest and best bid is that of Red River Construction Co. Therefore, Staff recommends bid award by City Council Resolution to Red River Construction Co.

Description/History
Upon completion of the Phase IV expansion at the Bud Ervin Water Treatment Plant in 2011, the utilization of onsite sodium hypochlorite generation in place of gaseous chlorine went into operation as the primary disinfectant. Through the past six years of operating a sodium hypochlorite generating system, we have gained knowledge and experience in the operation and maintenance requirements. These units need regular maintenance that requires shutting down the system for extended periods of time, subsequently reducing the treatment capacity of the plant.

We will add one of the two remaining sodium hypochlorite generators required for plant buildout. This project will allow us to meet demand while maintaining optimal maintenance schedules on the generators. This project will also replace the single sodium hypochlorite storage tank that currently has a leak at about the ¾ point of the tanks total capacity. With the replacement of the current tank, we will add another sodium hypochlorite tank along with the yard piping needed for both tanks to allow for shutdown and maintenance of either in the future, thus removing any single point of failure in the sodium hypochlorite system.
