Description/History

The City of Mansfield awarded Pete Durant & Associates a contract for construction of the Mansfield StarCenter project for a guaranteed maximum cost in the amount of $13,129,749.00 on October 24, 2016.  The contract total was based on an allowance of $2,100,000.00 for the Ice Rink/Building Chiller system and Rink System Components.  The allowance was required when the contract was issued since the Dallas Stars were still coordinating with the successful bidder to design a system that met the requirements of the NHL Green initiative.  The systems will reduce energy costs, lower greenhouse gas emissions and reduced life cycle costs for the entire facility.  This system collects and recycles the energy used to maintain the ice surface, providing heating and cooling for the building, hot water for showers, underfloor heating and snow melting systems.

Final design of the new package is complete, and Pete Durant & Associate, Inc. has been able to provide the Guaranteed Maximum Cost for this Ice Rink/Building Chiller system and Rink System Components in the amount of $3,228,167.00.  This cost includes the added cost for the approved Chiller and Rink System Components ($2,127,525.00), and modifications to the building required for the system. This change order requires the substantial completion date to be adjusted to March 3, 2018.

Justification

Provides an Ice Rink/Building Chiller system and Rink System Components that meets the requirements of the NHL Green program and Dallas Stars.

Funding Source

Bond Proceeds ($3,228,167.00)
