Description/History
Bids for the Janitorial Cleaning Contract were received and opened on 05/10/2017 at 2:00 pm. As indicated on the attached Bid Form (attachment “A”) Global Building Maintenance Inc. was the low bid in the amount of $49,988.16.

Even though Global Building Maintenance Inc. (GBM) was the lowest bid, city staff has determined through their evaluation that it would not be in the best interest of the City to award the contract to GBM. Following a review of the references they submitted it was determined that would not be considered the lowest and best bid. References indicated a lack of trust in crews working after hours and a need to have corrections made on areas not cleaned properly.

The bid documents indicated that the successful contractor should have at least five (5) years of similar contracts with other governmental agencies. GBM's references each had single year contracts.

The review of the references also found that GBM subcontracted out crews for their work.

With these responses from their references, background checks and the fact that their bid was almost half of the other bids, staff has rejected Global Building Maintenance Inc.’s bid on the bases that it would be in the best interest of the City to do so.

The next lowest bid was from CMS Services LLC. They currently have the contract for the janitorial services with the City of Mansfield and have provided the level of service expected.
