Consider a Resolution awarding a contract for the construction of Regency Parkway Extension (existing terminus of Regency Pkwy. to Heritage Pkwy.) to JLB Contracting, LLC., and authorizing funding for an amount not to exceed $1,171,951.58.
Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
The project was bid on September 20, 2017 and there were 6 bidders for the project. The lowest qualified bidder was JLB Contracting, LLC. Bids ranged from a low bid of $1,063,934.36 to a high bid of $1,799,991.50.
The contract time for this project is One Hundred Twenty (120) calendar days or approximately 5 months. This project includes constructing a new 4-lane street from the terminus of the existing Regency Pkwy. to Heritage Pkwy.
It also includes a 12 inch water line completing a connection to the 24 inch waterline in Heritage Pkwy.
The requested funds are for a construction contract in the amount of $1,063,934.36, a 5% construction contingency, material testing, survey, and other miscellaneous services needed to complete the construction of the project, to be accomplished within a budget not to exceed $1,180,000.
Justification
JLB Contracting, LLC., has successfully completed work in the City of Mansfield in the past. The Engineering Department feels that JLB Contracting, LLC., has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.
