DESCRIPTION/HISTORY

Two neighborhood parks were dedicated to the City through the Park Land Dedication Ordinance in 2011. The park on Killian Drive is roughly one acre of land including a small playground, benches, pathway, pond access, and landscaping. In the Spring of 2017, staff met with the Woodland Estates Home Owners Association (HOA) about renovating the neighborhood park on Killian Drive. The playground, in its original standing, contains equipment for only one user age group, as well as loose-fill wood fiber surfacing.

 

The total cost to replace the playground equipment and surfacing to the City’s current standard is $150,000. The HOA donated $40,000 towards the project, leaving $110,000 that is funded out of the MPFDC’s FY2017-2018 annual capital budget.

 

November 2017 - Staff collected quotes and Buy Board costs. Cole Construction was the low bid and best value for the construction site work. They have excavated the wood fiber area and compacted it with select fill allowing for the concrete slab to be poured. Several playground equipment pieces were to remain while a new center activity piece replaced outdated elements. It has been ordered and is scheduled for installation in January, weather pending. The poured-in-place surfacing has also been procured and will be installed after the new playground equipment is in.

 

January 2018 - The new playground equipment pieces have been installed except for a incorrect slide connection that has been re-ordered. The slide piece and poured-in-place surfacing will be installed this month and the park will reopen in February pending good weather. Staff has been providing regular project updates to the neighborhood homeowners association.

 

February 2018 - The poured-in-place rubber surfacing has been completed and the slide support piece is ready for installation. Once the support piece is installed, staff will open the playground area. Staff will be collecting new quotes for the alternate scope of work involving a 20’ hexagon pavilion, concrete pad, and sidewalk work to become ADA accessible to the north east of the playground. Work should begin in April.

 

March 2018 - The playground construction is completed and it is open for public use. The additional ground work for the pavilion will start the week of March 26th. Staff has received engineered drawings of the pavilion and it has been ordered. Project should be completed by mid-May.

 

April 2018 - The pavilion ground work has started and the pad has been poured with the piers dug out. Staff has received the plates for the pavilion and it has been shipped with a 2-3 week delivery time. The contractor will be working on the rest of the ground work while waiting for the pad’s cure time and pavilion delivery. Project should be completed in May.

 

May 2018 - The pavilion pad has cured and the foundations and sidewalk have been poured. The pavilion has been delivered and is being assembled. This project will be completed in late May.

 

 

JUSTIFICATION

Staff is continually updating the facilities throughout the parks and recreation system to best accommodate the community’s needs and meet the new ADA standards. This renovation will provide both objectives.
