Description/History

This property is 229 Cotton Drive, being more particularly described as Lot 37, Block 2, of the Hamman Terrace Addition to the City of Mansfield, Tarrant County, Texas. The City owns this property.

 

Trinity Habitat for Humanity (THH) has expressed an interest in acquiring this property per the attached letter. Currently there are no water and sewer services to this property which is estimated to cost $4,480. They understand and have agreed that this would be their cost if Council was in agreement to the conveyance of this property to them.

 

To date, Habitat has constructed 8 new homes in Mansfield since 2006. These were on Cotton Drive and Billingsley Drive, directly off of West Broad Street. According to the letter from Kathryn Bender, Real Estate Director, Habitat would commit to construct a housing product comparable to what they constructed previously; three bedroom, two baths, two car garage, 70% brick.

 

Habitat is requesting the City sale the property to them for $1.00 and to waive building permit and impact fees, similar to their other 8 homes. They have agreed to pay all other cost associated with the construction of the new home, including the cost of the water and sewer service.

 

At a previous meeting, Council directed staff to proceed forward with the preparation of a contract of sale.

Justification

To encourage economic development in an identified revitalization area by providing a vacant property for the purpose of constructing an affordable single-family home that improves and protects values within the immediate area.
