Description/History
The bid opening for Phase I of the Pond Branch Linear Park trail project was held on February 23, 2017, with five firms submitting bids. Klütz Construction, Inc. was the lowest qualified and responsive bidder. A construction contract in the amount of $2,212,156.70 was awarded by the Mansfield Park Facilities Development Corporation at a special meeting held on March 2, 2017.
In June of 2017, Change Order #1 was issued by the department in the amount of $46,672.40. This change order included the deduction of the Oak Street connection, as well as the addition of significant retaining wall extensions and several small unforeseen items.
Since that time, modifications to the original design have occurred as a result of the project site conditions and adjacent commercial development in the downtown area. Change Order #2 is necessary to allow the contractor to perform construction activities that meet the revised design specifications.
The requested changes include the deduction of a 60” column monument sign and 340 linear feet of ornamental fencing, and changing the number and type of trail bollards. The request also includes the addition of retaining walls, handrails, pressure-treated fencing, metal split rail fencing, weathered steel panel walls, landscaping and irrigation. The net amount of the requested Change Order #2 with Klütz Construction, Inc. is $186,458.10, bringing the revised construction contract total to $2,445,287.20. The total approved project budget for the Pond Branch Linear Park is $3,400,000.
Justification
As development occurs along the creek, this trail will provide additional benefits for outside patio dining areas and connections to other venues in the downtown areas from the Walnut Creek spine trail by providing improved pedestrian access. The change orders represent items required or requested to finish or enhance trail safety and improve aesthesis of the trail system.
