Description/History

Geographic Technologies Group, Inc. (GTG) is one of North America’s leading full-service local government GIS consulting companies. GTG has implemented an innovative enterprise and sustainable GIS management and analysis system known as GreenCity GIS that is is redefining how Parks and Recreation Departments function, operate, and think about data.

GreenCity GIS utilizes ESRI’s foundation of new software products and provides a knowledge-based solution to deliver a comprehensive asset management system. The system has two sides: an internal side that provides an inventory of the unique features for all parks and the amenities in the parks so the department will be able to locate, track the condition and plan for future needs in each park. The external side of the software assists the public in finding our parks based on location or amenities in that park. It also provides story boards that have pictures of each park.

 

A primary objective of this project is to build a comprehensive digital inventory of Mansfield’s parks, recreation facilities and trail system, as well as compiling demographics and other geographically-based decision support information. The GIS will provide the basis and foundation for decision making and strategic planning regarding the development and management of parks, local and regional trail connections, and recreational opportunities. The system will also integrate with our ActiveNet recreation database to help staff analyze program registration data for future planning.

 

Key steps of the project include:

 

1.                     Review and compile all pertinent digital data

2.                     Enterprise database design

3.                     Populate database with existing park data

4.                     Park inventory / field data capture

5.                     Addition of other local, state and federal data sources

6.                     Deploy software solutions to the City and public

7.                     Training for City staff

 

Additionally, internal GIS applications will be delivered that allow staff to view, analyze, and make decisions about parks and infrastructure. These include:

 

1.                     Parks and Recreation GIS Viewer

2.                     Mobile Field Data Collector Deployment

3.                     Operations Dashboard Deployment

4.                     Parks and Recreation Story Maps

5.                     Park and Recreation Finder

6.                     Asset Predictor Tool

The proposed consultant agreement will authorize GTG to proceed with the database design/creation, onsite inventory and application (software) development for Parks and Recreation asset management. The professional services proposal is attached.

The MPFDC allocated funds for the implementation of an asset management system in the FY19-20 budget. The project will
