Requested Action

Consider the Resolution awarding a construction contract for a traffic signal at Ragland Road/Matlock Road to Durable Specialties, Inc.; authorizing and directing the City Manager to execute contract documents; and authorizing funding for an amount not to exceed $320,000.00.

Recommendation

The Public Works Staff recommends approval of the Resolution.

Description/History

This project will add a traffic signal at the intersection of Ragland Road/Matlock Road along with adding barrier free ramps.  The project was advertised in the Fort Worth Star Telegram on February 3 and February 10, 2018 and also advertised on the City webpage and www.civcast.usa.  Bids were opened on February 20, 2018.  There was one bidder for the project. Typically a signal project will receive 3 bidders.  The one bidder was Durable Specialties, Inc The bid from Durable Specialties, Inc. is $284,400.00. This bid amount is similar to those of other signal projects.  The project location is surrounded by overhead and underground utilities on all four corners.  The location and complication of working around these utilities may have deterred other contractors from bidding on the project. 

 

The requested funds are for a construction contract with Durable Specialties, Inc. in the amount of $284,400.00 plus a 5% contingency and other miscellaneous services (survey, materials testing, ROW corner clip purchase, etc.) to complete the project.  All to be accomplished within a budget not to exceed $320,000.00. The contract time for this project is ninety (90) working days or approximately 4 months.

Justification

This project was previously discussed with the Council’s Local Transportation Issues Sub Committee and included in the 2017 Capital Improvements Program (Misc. Residential/Intersection Reconstruction) and is a result of the increased traffic volume on Matlock Road.  Currently, the intersection is controlled by “All-Way” stop signs.  These stop signs create delay and congestion on Matlock Road during the peak hours and before and after school.  The traffic signal will reduce congestion and delay at the intersection.

Durable Specialties, Inc. has successfully completed work in the City of Mansfield in the past and is currently working on the SH 360 project.  The Public Works Department feels that Durable Specialties, Inc. has the necessary staff and equipment to successfully complete the project within the required contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract.  A resolution and bid tab is attached for Council’s consideration.

Funding Source

The funding source will be from the Street Bond Fund.
