Requested Action
Consider the Resolution awarding the Reyes Group Ltd. as the low bidder for miscellaneous city asphalt repairs.
Recommendation
The Public Works Staff recommends approval of the Resolution.
Description/History
To supplement the work performed by city street maintenance crews, outside contractors are hired to perform street, sidewalk and curb repairs. The role of these contractors is to provide services that the city work force cannot provide due to lack of time, staffing, equipment or expertise. There are numerous asphalt roads within the City that need larger scale repair (mill and overlays, full depth repairs, etc.) that are beyond staff’s abilities and are on a smaller scale than Reynolds Asphalt typically handles. The specific locations for these current miscellaneous repairs are: Old Holland Road, Carlin Road, Cardinal Road, Main Street and S. 2nd Avenue.

To foster competition among contractors for the best unit prices the miscellaneous asphalt repairs were advertised on Bid Sync on May 18, 2018 with bids received on June 8, 2018. There were 5 bidders for this work. The lowest qualified bidder was Reyes Group, Ltd. Bids ranged for the specific repairs from a low bid of $156,213.00 to a high bid of $571,792.12.
The intent is to use the unit prices from the current bid items for other asphalt repairs elsewhere within the City. The award of the bid is for one year with the option to renew for 4 additional one year periods.

The estimated yearly expenditure by the Streets Department for this type of asphalt work is $200,000 to $300,000 per year.
