Requested Action

Consider the authorization of funding and approval of contracts.

Recommendation

The authorization of funding in an amount not to exceed $778,890.00 and approval of contracts, including design services with Freese and Nichols, Inc., and surveying services with Brittain & Crawford, to prepare Holland Road Improvements for construction.

Description/History

This section of Holland Road is currently a two-lane asphalt roadway.  The proposed roadway cross-section is a four-lane divided roadway and will include an underground storm drain system.  This project will also include roadway and drainage improvements to National Parkway between the existing four-lane terminus west of Holland Road and east to the first median opening, approximately 400 feet east of Holland Rd.  The National Parkway roadway improvements will consist of the two westbound lanes which will complete National Parkway to its permanent four-lane cross-section.

 

In addition to the roadway improvements, a new large diameter sanitary sewer will be constructed in accordance with the Wastewater Master Plan.  This new sewer will help accommodate future development south of the Union Pacific Railroad between SH 360 and the Britton community.  A small portion of 12" water line will also be completed along National Parkway west of Holland Road in accordance with the Water Master Plan.

 

The requested funds are for design services with Freese and Nichols, Inc. in the amount of $633,000.00, an additional 5% design fee for potential design scope changes, survey services with Brittain & Crawford in the amount of $58,400.00 and an additional 10% survey fee for potential survey scope changes. The requested funds also include $50,000 for miscellaneous services to include possible right-of-way and easement acquisition, subsurface investigation, and other services, all to be accomplished within a budget of $778,890.00.

Justification

This project is included in the Street Bond Fund Capital Plan and is a priority due to current pavement conditions and traffic volumes.

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
