Requested Action
Consider the Resolution authorizing an engineering services agreement with Alan Plummer Associates Inc. for an amount not to exceed $998,502.00.
Recommendation
Utility Staff recommends approval of the Resolution.
Description/History
In Sept. of 2014 Council approved the design for the 3.5 Million Gallon Clearwell Project. Having taken a strong approach to public education and water conservation, we have been able to delay the construction of this project. Currently, we are at 5% percent of our treatment capacity in onsite Clearwell storage, and this represents the state allowed minimum. As we approach the years we have identified in our strategic plan as a need for additional treatment capacity we must increase storage. This additional storage also represents an opportunity to even out treatment plant peaking that is associated with seasonal demands. In providing the best value for the Citizens of Mansfield, we have identified needs related to system resiliency that are included in the recommended projects.

Project 1: Includes the construction administration services related to the advertisement and bid phase for the 3.5 MG Clearwell, construction administration, limited on-site project representation, and the design and administration of electrical improvements to the lower pressure plane mechanical controls.

Project 2: Includes the design and construction services related to a 36” offsite finished water line on the upper-pressure plane. This water line is needed to provide resiliency in the transmission of water out of the Bud Ervin Water Treatment Plant, and ...
