Requested Action

Approve a resolution authorizing the City Manager to prepare an ordinance for solid waste and recycling services in the City of Mansfield, Texas.

Recommendation

Based upon the survey, Management is recommending Proposal Option One offered by Republic Services for solid wastte and recycling services. This option maintains existing services - twice a week collection for solid waste and once a week collection of recyclable materials.

Description/History

The City of Mansfield, Texas has been in discussion with Republic Services for several months regarding the renewal of Republic Service’s solid waste and recycling proposals. Discussions with Republic Services considered cost, impact of change in service, the business plan of Republic Services, environmental considerations from and about the collection of solid waste and recyclable services. The contract between City and Republic Services is up for renewal on September 30, 2018.

Republic has proposed two service options. Proposal Option One is to stay with existing services and Proposal Option Two is to change to once a week automated trash cart services.

In an effort to gauge the customer base of the City regarding the potential change in service, the City has conducted a survey of the public regarding the type of services proposed by Republic Services. The survey results are attached for review. Two questions in the survey strongly suggest that the public wishes to stay with the existing service program or Proposal Option One offered by Republic Services.
