Description/History

The 2009 Parks, Recreation, Open Space and Trails Master Plan included a spine trail phasing and prioritization plan. The first priority on this plan was trail segment “I” which is 2.75 miles from Oliver Nature Park through Philip Thompson to Loyd Park on Joe Pool Lake, which is a continuation of the existing Walnut Creek Linear Park. Dunaway & Associates was hired in summer 2013 to help staff formulate conceptual trail plans that could be used for future land acquisition and trail development.

 

During 2013 to 2017, staff procured land for the trail alignment to begin the final design phase and construction. At the same time, staff and the design consultant were working to finalize construction documents. Final construction plans were submitted to the United States Army Corps of Engineers (USACE) for their review in August 2017.

 

On August 24, 2018, staff received the USACE’s easement consent and agreement contract. Construction documents went through their final internal review at this time as well. On October 25, 2018, 11 bids were received and publicly opened. Ratliff Hardscape was selected as the lowest qualified and responsive bidder with a base bid in the amount of $1,935,002.96. The bid tab is attached.

 

After analyzing the bids, meeting with the apparent low bidder and checking references, staff recommends awarding the construction contract to Ratliff Hardscape in the amount of $2,135,002.96. This contract amount includes $200,000 in project contingency costs to be able to address any changes in site conditions that have developed as a result of the recent heavy storm events along the Walnut Creek watershed. Funding for this project is included in the MPFDC FY2018-2019 budget. Construction is scheduled to begin in January and completion is expected by the end of 2019.

Justification

This project will extend the city’s linear trail system from the Elmer W. Oliver Nature Park to SH-360. A future phase will extend the trail system to the Joe Pool Recreation Area.
