Description/History

In 2018, the Mansfield Park Facilities Development Corporation (MPFDC) purchased a 3-acre tract of land along Magnolia Street that was bordered by the existing 5-acre Julian Feild Park. The acquisition of this property allows for the expansion of the park to include other amenities such as a looped walking trail, picnic stations and passive recreation. This acquisition also allows for a potential future connection to the Walnut Creek Linear Park system through James McKnight Park West.

A consultant agreement has been executed with Kimley-Horn and Associates to prepare conceptual images and cost estimates for developing the park with the inclusion of a Veterans Memorial. Staff will work with the consultant to gather input from the public, MPFDC, City Council’s Public Memorials Sub-Committee and the Veterans Memorial Foundation to develop the master plan.

May 2021 - Staff will be providing an update to the Public Memorials Committee on May 17th and receive direction based on the models/concepts that the graduate students from UT-Arlington created in 2018. The master plan project is expected to be completed in August 2021.

June 2021 - Staff provided an update to the Public Memorials Committee and members of the Veterans Memorial Foundation on May 17th. Following the presentation, the group reviewed the models/concepts that the graduate students from UT-Arlington created in 2018 and provided feedback to staff. The committee requested that a follow-up committee meeting be scheduled to review the consultant’s draft conceptual plans before scheduling a public meeting. This meeting is expected to be held in June. The master plan project is expected to be completed in August 2021.

July 2021- The design consultant has developed two park master plan concepts for staff review. The Public Memorials Committee requested that a follow-up committee meeting be scheduled to review the consultant’s draft conceptual plans before scheduling a public meeting. This meeting is expected to be held in July. The master plan project is expected to be completed in August 2021.

August 2021 - The Public Memorials Committee and Veterans Memorial Foundation members met on July 27th for further review of the master plan concepts. The committee agreed on the final concept, discussed materials and design features, and directed staff to schedule a public meeting to gather additional public input. The consultant will be developing cost estimates based on the final master plan. Site renderings will be created this fall as well.

September 2021 - A public meeting was held on August 31st at city hall with 35 citizens in attendance. After the presentation, staff and members of the Public Memorials Committee answered questions from the audience. The proposed project was very well received. With an approved final concept, the consultant will finalize cost estimate and begin working on site renderings.
