Consider the Resolution awarding a construction contract for roadway and embankment repairs on Seeton Road at Low Branch to Advanced Transol Consultants, LLC; authorizing and directing the City Manager to execute contract documents; and authorizing funding for an amount not to exceed $1,550,000.00.

The Public Works Staff recommends approval of the Resolution.
Description/History
Seeton Road lies on the western side of Joe Pool Lake. This roadway is a north/south, two-lane asphalt roadway and includes a bridge over Low Branch that drains into Joe Pool Lake. The bridge and earthen embankments on each end of the bridge were built by the U.S. Army Corps of Engineers (USACE) around 1985. The roadway approaches to the bridge were constructed using earthen fill to elevate the roadway and bridge deck above design flood elevations of Low Branch and Joe Pool Lake. The City maintains this roadway over the lake. Within the last several years, the City has consistently added asphalt overlays along the approach embankments on each end of the bridge to compensate for settlement within the earthen fill. The asphalt thickness within the overlay sections has now accumulated to over 12 inches in some locations near the bridge and the guardrails have moved down the embankment. Based upon movement within the asphalt overlays, the settlement is occurring at an increasing rate. The increased traffic in the area could be contributing to the settlement.
To combat the slope movement the Council approved an engineering contract with Freese and Nichols, Inc. on May 29th, 2018 (RE-3472-18). The design provides for removing and replacing the upper three feet of the embankment, which includes the roadway and guard rail fence. The upper three feet of the embankment will be replaced with less plastic soil, crushed limestone base material and asphalt pavement along with geogrid reinforcement to add strength. The proposed repairs are estimated to add at least 10 to 15 years of life to the embankment and roadway. The roadway will need to be closed for these repairs.
This project was advertised in the Fort Worth Star Telegram on February 7 and February 14, 2019 and also advertised on the City webpage and www.civcast.usa. Bids were opened on February 28, 2018. There were six bidders for the project. The lowest qualified bidder was Advanced Transol Consultants, LLC. The base bids ranged from a low bid of $1,359,009.50 to high bid of $1,873,238.00. Since Seeton Road will need to be closed during this construction the contract time coincides with the school district summer break. The contract time begins on May 24, 2019 and the completion date is August 12, 2019 (66 working days). Some preliminary work may begin prior to May 24 however the road cannot be closed until May 24.
The requested funds are for a construction contract in the amount of $1,359,009.50, a 10% construction contingency to cover any additional issues that were not discovered by the soil borings and other miscellaneous services (construction testing, engineering services inspection, surveying, etc.) needed to complete the construction of the project within a budget not to exceed $1,550,000.00.
Justification
Advanced Transol Consultants, LLC has not done work in Mansfield in the past. The Public Works staff has met with the contractor and references have been checked. Based on this information the Public Works staff feels that Advanced Transol Consultants, LLC has the ability to complete the job of this size and scope within the allowed contract time.
