Description/History
The Mansfield Park Facilities Development Corporation’s FY18-19 budget included funding for the design and construction of Mansfield’s first off-leash dog park. Department staff identified five potential locations for the Dog Park and performed site evaluations and assessments of each location. Through the evaluation process, the 604 W. Broad Street location was selected. On November 27, 2017 during a regular meeting, City Council provided direction to staff to proceed with master planning and design development at this location. Staff received and accepted a design proposal for a site master plan and initial park design from the Pacheco Koch firm.
The design consultant developed two preliminary master plan concepts which were presented at a public input meeting on March 20, 2018. An online survey was also published to gather input on potential dog park users and proposed park amenities.
In May of 2018, the project was put on hold until the newly elected members of City Council took office. In a work session on August 13, 2018, City Council directed staff to move forward with the dog park at the 604 W. Broad Street (Man homestead) with Council’s desire to have the dog park development and Man House restoration occur at the same time. The dog park project will provide shared infrastructure that will serve both facilities (parking lot, entry drive, median cut, and utilities).
The project first advertised on February 20, 2019 with a bid opening on March 12, 2019. The construction bids were rejected by City Council at their March 28, 2019 meeting with the intent to rebid the project with a revised scope of work. The design consultant revised the construction documents with a modified scope of work. The project re-advertised in April. On May 9, 2019, seven bids were received and publicly opened. Ratliff Hardscape was selected as the lowest qualified and responsive bidder with a base bid in the amount of $817,627.69. The bid tab is attached.
After analyzing the bids, meeting with the apparent low bidder and checking references, staff recommends awarding the construction contract to Ratliff Hardscape in the amount of $817,627.69. Funding for this project is included in the MPFDC FY2018-2019 budget. Construction is scheduled to begin in July and completion is expected by the end of 2019.
Justification
The MPFDC budgeted funding for the construction of Mansfield’s first off-leash dog park in FY2018-2019. This facility will add to the community and culture that is serviced by the Parks and Recreation Department.
