Title

Resolution - A Resolution Approving the Purchase and Implementation of an Electronic Plan Review and Submittal System for an Amount Not to Exceed $320,000, and; Authorize the City Manager to Execute an Agreement with Avolve Software on Behalf of the City, Subject to Final Review and Approval by the City Attorney

 

Requested Action

Approve the Resolution authorizing a contract with Avolve Software for Software As A Services (SAAS) Agreement and Professional Services for the implementation of the electronic plan review and submittal system for development and permitting projects within the City.

 

Description/History

A current need exists to allow for online applications, submittals and payments for building permits and development reviews in order to help expedite those processes.

 

Justification

Demonstrations of three (3) of the leading electronic tracking systems, along with an analysis of the key objectives of the needs of the City, took place over a four (4) month period of time. It was determined that adding the Avolve Software products to the current tracking system was the best solution for the organization. The Avolve online submittal and electronic plan review products are considered the best in the industry.

 

Funding Source

General Fund. Avolve Software will be procured using the Texas Buy Board Purchasing Cooperative.  As a result, a formal Request for Proposal (RFP) process will not be necessary.
