Requested Action

Consider the Resolution authorizing a Change Order to the contract of Felix Construction for the Clearwell No. 4 Lower Pressure Plane High Service Pump Station (Tube Settlers).

Recommendation

Staff recommends approval of the Resolution.

Description/History

This Clearwell No. 4 and Lower Pressure Plane, High Service Pump Station project, was awarded to Felix Construction on June 24, 2019. This project as awarded remains within budget and on-time.

 

The change order is to add the replacement of the tube settlers on basins two and three on the conventional side of the Bud Ervin Water Treatment Plant (BEWTP). The tube settlers are a crucial part of the water treatment process. The current tube settlers were installed in 2001, and had a life expectancy of 15 years. However, with the quality of the raw water, and regular maintenance, the life of the tube settlers has been extended. The tube settlers replacement is identified in the Utilities 2019-2020 Capital Improvement Plan. 

Justification

For this change order, Felix Construction has agreed to replace basins two and three tube settlers on a time and material basis in an amount not to exceed $273,756.26. The BEWTP has limited available space for another contractor to store parts, equipment and conduct the work with the construction of the Clearwell underway. It is critical to replace the tube settlers during the winter time when peak water flows are low. With Felix Construction already being on site with their equipment, this would allow the replacement of the tube settlers without disrupting water flows to the City.

Funding Source

The funding source will be from the Utility Construction Fund.
